IFALPA President Captain Ron Abel opened Plenary by welcoming special guest speaker Ingmar Streese, Permanent Secretary for Transport to Berlin, "We are delighted that Berlin is such an attractive place for visitors from all over the world."
Plenary was presented with the first two Keynote speakers, beginning with President of the Luftfahrt Bundesamt (LBA), Jörg Mendel, "We are jointly facing numerous new challenges. It is the task of the aviation authorities such as the AVA to ensure the highest safety standards in aviation. We are hoping that in the future our cooperation will be fruitful…we share common values and safety is our highest priority.” Mendel was followed by Principal Adviser to the Executive Director of the European Aviation Safety Agency Jean Marc Cluzeau, "...the agency [EASA] doesn’t deal with safety issues in a vacuum- it also always considers the social implications as well.”
Captain Abel went on to present announcements, opening remarks, and a short video introducing IFALPA staff.
Credentials Committee Report, Conference Committee Chair Announcements, and other business followed.
After a welcome to observers, special guest speaker Parliamentary State Secretary at the Federal Ministry of Transport and Digital Infrastructure, Steffen Bilger, welcomed Conference to Germany, "You are at the heart of a highly complex system. Our joint objective with us as the regulators and you as the actors is to make this system even safer.”
The Executive Officers shared their Annual Reports, followed by a Keynote from CEO of Lufthansa, Carsten Spohr, "...if you don’t like pilots, you probably shouldn’t work in the management of an airline. I was very glad to come here and speak to you today."

"I feel proud that our representatives are part of the highest level of international decision-making on technical and safety issues. It’s been both a privilege and a tremendous responsibility to represent each of you as we speak as the global voice of pilots..." said Captain Ron Abel in his President's Report. "...after all, the challenges we face are not European or African. They are not South American, North American, or Asian challenges. They are
challenges. IFALPA challenges. And they are challenges that, together, we can overcome and transform into opportunity."
Captain Abel summed up the Conference theme of unity, "...on all issues, IFALPA's strength lies in our solidarity. IFALPA pilots recognize this - its clear form the way IFALPA Member Associations stand together across national boundaries, continents, and around the globe. In Unity."
The IFALPA Executive Officers delivered their Annual Reports in Plenary - setting an example of leadership, and the highest safety, technical, and industrial standards at Conference and all year.
Executive Vice-President Administration, Membership, and Finance (EVP AMF), Captain Rod Lypchuk and Executive Vice-President South America (SAM) Captain Osvaldo Neto will both be finishing their terms as EVPs with IFALPA. Both thanked the Federation for the experience, and their home Member Associations for their support during their tenure.
Both pilot leaders will be missed within the federation and they are sure to continue their pilot advocacy work with their home MAs. Thank you for your dedicated service.
Conference Committee Sessions
Conference Committee Sessions began following lunch on Friday, with Committees splitting off into three meetings. Committee A/B, Chaired by Captain Carl Bollweg, RVP AFI/South, with rapporteurs Gordon Margison and Sebastian Curras, focused on Professional and Government Affairs (PGA), Human Performance (HUPER), Legal (LEG), and Security (SEC) Committee issues.
Captain Carlos Rodriguez, RVP NAT, Chaired Committee C/D and Arnaud du Bedat served as rapporteur. The Committee covered Accident Analysis and Prevention (AAP), Aerodrome and Ground Environment (AGE), Aircraft Design and Operation (ADO), Dangerous Goods (DG), Helicopter (HEL), Air Traffic Services (ATS), and Regional concerns.
Administration, Membership, and Finance was the focus of Committee E, Chaired by RVP US/CEP, Captain Ron Hay. Carole Couchman was rapporteur.
BALPA Hospitality Event at the British Embassy
Captain Paul Naylor, BALPA Executive President (acting), and Lord Richard Balfe, BALPA Honorary President, welcome the delegates and guests to the British Embassy in Berlin. Many thanks to BALPA for a great evening.
